Nondiscrimination
Washington County is committed to providing fair and equitable access to county services, activities, and programs for all community members. This page outlines some of the policies and plans in place at Washington County to ensure accessible and equitable practices.
File a Complaint
Any persons or organizations who believe they have been discriminated against by Washington County may file a complaint. The discrimination complaint form is available in English, Spanish, and Hmong. To request the complaint form in another language or to request a paper copy, please email AskTitleVI@washingtoncountymn.gov or call 651-430-6001.
Complaints must be filed no later than 180 calendar days after the alleged discriminatory incident.
Title II of the Americans with Disabilities Act (ADA) provides for nondiscrimination on the basis of disability in state and local government services. This means that no one can be discriminated against on the basis of disability when engaging with Washington County services, programs, or activities.
Washington County provides fair and equitable access to its services and programs. The county may provide effective auxiliary aids (including ASL interpreters and Video Remote Interpreting) and services that:
- Assist deaf and hard-of-hearing people to communicate with staff.
- Allow effective communication with deaf and hard-of-hearing people.
Sign language, oral interpreters, video remote interpreting, texting, TTYs, and other auxiliary services are available to deaf and hard-of-hearing people at no additional cost.
Washington County will not retaliate against, or coerce in any way, any person who exercises or attempts to exercise his or her rights to services and programs of Washington County.
Washington County is committed to ensuring the services, programs, and activities offered by the county are accessible to all individuals, including qualified individuals with disabilities as required by 42 United States Code Section 12132: 28 Code of Federal Regulations Section 35.130.

What is Title VI?
Title VI of the 1964 Civil Rights Act provides that no person in the United States shall, on the grounds of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program or activity receiving federal financial assistance.
The Civil Rights Restoration Act of 1987 clarified the intent of Title VI to include all programs and activities of federal aid recipients and their contractors, whether those programs and activities are federally funded or not.
Title VI at Washington County
As a recipient of federal financial assistance, Washington County has a responsibility to provide fair and equitable access to county public services, activities, and programs regardless of race, color, or national origin. The Washington County Board adopted a countywide Title VI Policy in May 2025 affirming that responsibility. Washington County developed a Title VI Plan detailing how the county will ensure compliance with Title VI and respond to complaints.
Limited English Proficiency
Disproportionate effects on persons with limited English proficiency (LEP) have been held to constitute national-origin discrimination under Title VI. Washington County is committed to reducing limited English proficiency as a barrier to accessing county programs and services, and has developed a Limited English Proficiency (LEP) Plan to provide guidance on how and when to provide appropriate language services.

Washington County affirms that no person shall, on the grounds of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program, activity, or operation of Washington County as provided by Title VI of the Civil Rights Act of 1964 and related statutes.
While Title VI compliance is a condition of federal funding, Washington County will make every effort to ensure non-discrimination in all its programs and activities regardless of their funding source.

Public Works Title VI Plan
The Washington County Public Works Department developed its own Title VI Plan to specifically address non-discrimination as it relates to transportation.

The Washington County Community Services Department has a Comprehensive Civil Rights Plan (CCRP) to ensure that eligible individuals receive equal access to program services and information. Its programs are operated in a nondiscriminatory way, without regard to race, color, national origin, age, disability, sex (including sex stereotypes and gender identity), sexual orientation, religion, political beliefs, creed, and public assistance status.
The CCRP also serves as a source of information for county agency staff and the public. It sets out Washington County Community Services civil rights administrative policies and procedures, identifying key contacts within the agency and linking the reader to applicable state and federal civil rights laws and resources. This includes information on how the Community Services department provides interpreters, translated materials, and other language assistance to ensure everyone can understand and use county programs equally.
