If you are worried about your alcohol or drug use, Washington County can potentially assist you in accessing a comprehensive assessment and treatment services.
If you have medical insurance:
View the steps to take below based on your medical insurance:
Medical Assistance (MA):
Contact the provider of your choice to arrange an assessment and discuss treatment options. Find provider options from Fast Tracker MN.
Prepaid Medical Assistance Plan (PMAP):
Contact the member services phone number on the back of your insurance card to determine next steps.
Private Health Insurance:
Contact the member services phone number on the back of your insurance card to determine next steps.
If you do not have medical insurance:
Washington County may be able to assist with covering the cost of Substance Use Disorder services through the Behavioral Health Fund (BHF) which is for individuals who:
- Are Minnesota residents (Must apply in the county where you live).
- Do not have health insurance that covers chemical dependency treatment services.
- Meet the Minnesota BHF eligibility guidelines (PDF) for income and household size.
Behavioral Health Fund is a funding source of last resort and other options for payment must first be explored.

Pick up an application.
From one of the Washington County service centers in Cottage Grove, Forest Lake, Stillwater or Woodbury.
Submit your completed application with all required verifications through one of these methods:
- Fax: 651-430-6527.
- Email Chemical Health Services.
- Drop off at one of our county offices: Cottage Grove, Forest Lake, Stillwater or Woodbury.
- Mail to one of our county offices: Cottage Grove, Forest Lake, Stillwater or Woodbury.
Once your completed application and required verifications are received:
Our team will determine eligibility for the Behavioral Health Fund (BHF) within five business days.
