Hazardous Waste Generators
Businesses, schools and local government agencies in Washington County that produce hazardous waste must be licensed.
Licenses are issued for a 12-month period from May 1 to April 30 and required to be renewed annually by January 31 of each year.

Hazardous waste is any waste that may pose a hazard to human health or the environment when improperly treated, stored, transported, or dispose
Hazardous waste is defined and regulated in accordance with the following rules:
- MN Administrative Rules, Chapter 7045, Hazardous Waste.
- Washington County Hazardous Waste Management Ordinance #195 (PDF).
2026 Hazardous Waste Generator Fee Schedule
Invoices are based on hazardous waste generated in the previous year according to the volumes and fees set forth below.

| More than 100,001 non-sewered | $12,600 + ($0.11 volume over 100,000 gallons) + sewered volume fee if applicable |
| More than 100,001 sewered | Max or calculated fee above + (calculated sewer fee over 100,000 at $0.005/gallon or a max sewer fee of $16,317.00) |
License renewals are due each year by January 31 by reporting the hazardous waste volumes generated for the calendar year and paying the license renewal invoice.
Hazardous Waste Generator Portal
This is a secure that site requires log in credentials to:
- Report waste volumes generated
- Add and update Contact Information
- Report a Business Name change
- View Generator Documents: Invoice, License, Waste Reports, etc.
If you need to renew your license and do not have access to the portal yet, submit a request for access. If you have questions, email PHE-HazWaste@washingtoncountymn.gov.
If you have your invoice, make your payment online. The payment portal is a separate secure site from the Hazardous Waste Generator Portal and no log in information is required.
Licenses are not transferable, meaning if your business closes or moves, you will need to call for a close out inspection and apply for a new license as applicable. Follow these steps:
- Schedule an inspection. Contact your inspector to schedule a close-out inspection.
- Notify the state. Use the MN Pollution Control Agency's e-services portal to notify them of the change. For more details, refer to the MPCA Factsheet: Notification of Regulated Waste Activity (PDF).
- Notify Washington County. Use the Hazardous Waste Generator Portal to:
- Add or update your contact information.
- Request changes to your business name.

The online training for hazardous waste generators is designed to give a general overview of the hazardous waste regulations for all size generators. After each course, a certificate of completion will be available to download and print for your records.
