County Highway 19 (Keats Ave) Corridor Study
About the Study
Washington County, in partnership with the Cities of Cottage Grove and Woodbury, is leading a corridor study for an approximately 5-mile segment of County State Aid Highway (CSAH) 19 (Keats Ave) between US 10/TH 61 and Dale Road. The purpose of this study is to better understand existing conditions, anticipate future corridor needs driven by development, and identify long-term improvement options.
Study Goals
- Develop a deeper understanding of corridor needs and opportunities through a thorough data collection effort.
- Build on technical understanding by gathering stakeholder and public input on corridor condition and needs.
- Develop and build support for improvement options and an implementation approach that outlines actionable strategies to support a safe, connected environment for all users.

The County Highway 19 Corridor Study will involve an approximately 12-month planning process, including data collection and stakeholder engagement opportunities throughout. The project began in Summer 2025 and is expected to conclude in Spring/Summer 2026.
