County approves temporary liquor licenses, gambling application at Washington County Fairgrounds

The Washington County Board of Commissioners approved an off-site gambling application and temporary on-sale liquor licenses at its Feb. 27 meeting. The events will be held at the Washington County Fairgrounds in the summer of 2024.

Afton Bayport Lakeland Lions Club submitted an off-site gambling application to conduct bingo during the Washington County Fair from July 31 to Aug. 4, 2024.

Minnesota state law requires County Board approval by resolution of permits for organizations to conduct off-site gambling within townships. The County Auditor reviewed the application and Afton Bayport Lakeland Lions Club meets the requirements to conduct bingo. The approved application will now be sent to the State Gambling Board for consideration.

On-sale liquor license applications were approved for the Washington County Agricultural Society for the following events happening at the Washington County Fairgrounds:

  • Annual Mopars in the Park from May 31 through June 2, 2024.
  • Washington County Fair from July 31 through Aug. 4, 2024.

The county processes all liquor licenses for the townships in the county. The county reviews the liability insurance, and the Sheriff's Office, the County Attorney's Office, and the Public Health & Environment Department complete compliance/verification checks.

Those requirements have all been completed for the applications. The applicants’ license fees pay for the administrative cost of the county's administration, compliance, and verification checks.

County pre-orders metal materials for traffic signal construction on County Highway 12

Washington County will pre-order metal materials for traffic signals ahead of the start this summer of the construction improvement project on County State Aid Highway (CSAH) 12.

The purchase order totaling $211,936 with Millerbernd Manufacturing Company for metal poles and mast arms was approved by the Washington County Board of Commissioners Feb. 27. Due to supply chain backlogs and increased demand, county staff determined it was necessary to pre-order the products for them to be fabricated and delivered to the site in time for the completion of construction. 

The improvement project construction is set to begin in the summer of 2024 and will consist of roadway reconstruction, traffic signal modifications and upgrades, ADA improvements, stormwater improvements, and new signing and striping.

The county utilized its approved state contract procurement method to receive a quote from Millerbernd Manufacturing Company for this work.

Washington County Sheriff’s Office adding Deputy Sheriffs to serve contract cities

The Washington County Sheriff’s Office will add three full-time Deputy Sheriffs to fulfill the Agreements for Law Enforcement Services with the following contract cities:

  • City of Hugo.
  • City of Lake Elmo.
  • Cities of Mahtomedi, Dellwood, Willernie, and Birchwood Village.

The Washington County Board of Commissioners approved the positions on Feb. 27.

These additional positions in the patrol unit will help the Sheriff’s Office to effectively meet the public safety expectations and needs of these cities. The city councils have expressed support for these added contract positions, which will be fully funded by the contract cities.

County approves change orders for North Environmental Center construction

The Washington Board of Commissioners approved five change orders and one amendment to construction contracts for the Washington County North Environmental Center.

Construction on the new household hazardous waste facility in Forest Lake is currently underway. Both the operations and office buildings are fully framed and roofed. Exterior brick is currently being installed on the office building. The building is currently on schedule to be complete in the fall of 2024 and remains on budget.

The approved change orders ensure the project meets requirements for the building’s sprinkler system and piping, as well as address the needs for concrete curing and excavation work on roads and stormwater ponds at the site.

The approved change orders and amendment were with the following contractors:

  • Nasseff Mechanical Contractors, Inc. for $54,346 to provide and install a fire pump for the sprinkler system at the North Environmental Center.
  • A.J. Moore Electric, Inc. for $103,125.42 to provide and install a generator that can accommodate the fire pump.
  • Axel Ohmann, Inc. for $51,347 to accommodate winter conditions on the foundation concrete. 
  • Wenzel Plymouth Plumbing, LLC for $164,875.01 for acid-resistant piping in the operations building. 
  • Kevitt Excavating, LLC for $308,396.99 for changes to the access road, site grading, and utilities per regulatory agency plan reviews.
  • Kraus Anderson Construction Company for $110,000 to cover the cost of the building permit for the North Environmental Center.

County replacing salt storage shed at Public Works North Shop

Washington County will replace the aging salt storage shed at its Public Works North Shop in Stillwater Township, known as the salt shed, with a new shed this summer.

The Washington Board of Commissioners approved a contract Feb. 27 with Greystone Construction totaling $483,019.40 to build the new salt shed.

The project to replace the current salt shed, which stores the salt used by the county’s snowplows, was identified in the county’s Capital Improvement Projects plan. It will be funded using Coronavirus Response and Relief Supplemental Appropriations Act of 2021 (CRRSAA).

The project will occur this summer when the shed is at its emptiest before it is refilled for the next winter season. Demolition is scheduled to begin in May, with the construction on the new shed beginning in July, and interior asphalt paving in August.
