Advisory Boards and Committees
The advisory boards and committees meet on a regular basis to assist with the orderly development and use of land. The Zoning Administrator provides technical support for each board/commission.
Comprehensive Plan
The Comprehensive Plan is an official document adopted by the Washington County Board as a policy guide to decisions about the physical development of the county. The plan sets broad policies to direct future growth and development in the areas of land use, transportation, parks, housing, natural resources, historic resources, and public facilities.
Development Code
Pursuant to Minnesota Statutes, Chapter 394 the Washington County Development Code is intended to preserve and protect natural resources and the environment. The 10 chapters in the Development Code are used to guide development in civil townships or unincorporated parts of the county. Fees are charged for various zoning applications and subdivisions. These fees are set annually by the County Board.
Holcim Larson Quarry Expansion Project
Chapter 7 of the Development Code states that the County will be the Responsible Government Unit (RGU) for Environmental Assessment Worksheets (EAW) and Environmental Impact Statements (EIS) for mines within the undeveloped areas of the County.

RGU determines proposed project has the potential for significant impacts
On February 18, 2025, the Washington County Board of Commissioners adopted a resolution making a positive declaration requiring an Environmental Impact Statement for the Holcim Larson Quarry Expansion, pursuant to Minnesota Rules, part 4410.1700. subpart 3.
Per the positive declaration requiring an EIS, Washington County and Holcim have commenced the EIS scoping process, per Minnesota Rules, part 4410.2100. The EAW is the basis for the scoping process. Notice of EIS Scoping and Public Scoping Meeting were posted in the Minnesota (MN) Environmental Quality Board (EQB) Monitor on May 13, 2025.
EIS Scoping Public Meeting (May 28, 2025)
Per Minnesota Rules, part 4410.2100, Washington County will host a scoping meeting. Details are below.
Date and Time: May 28, 2025 at 2:30 p.m.

Comments regarding the scope of the EIS will be accepted by Washington County from May 13, 2025 to May 28, 2025. Comments submitted during the EAW comment period are included in the scoping process.
In accordance with Minnesota Rules, part 4410.2100. subpart 9, an EIS preparation notice, including a summary of the scoping decision, will be published to the MN EQB Monitor. In addition, the Washington County Board of Commissioners will consider the EIS Scoping document for approval (tentatively anticipated for June 24, 2025).

Once it becomes available, distribution of the Draft EIS will follow Minnesota Rules, part 4410.2600.
Holcim Larson Quarry Expansion Project EAW
Per Minnesota Rules, part 4410.100, Holcim prepared an EAW. The formal comment period was from December 3, 2024 to January 17, 2025. All comments submitted during the comment period.
EAW Public Meeting (January 9, 2025)

Zoning Maps
Zoning Maps identify the zoning districts for each township in Washington County. They are intended for reference purposes only. Please contact the Zoning Administrator before preparing a land use permit application or a subdivision plat. Adobe Reader is required to view Zoning Maps.
Zoning Permits
Zoning Permits are required according to various regulations in the Washington County Development Code and/or County Ordinance. Specific permit application forms can be printed from this site.
